INTRODUCTION:

I welcome you all to this very important ceremony of our new global governance, monetary & banking system. The old has gone, behold all things have become new!

We are gathered here today to launch and circulate one of our complementary currencies namely Bougainville Kina (BVK). From today onwards BVK will be available for international trade and commerce in both electronic form and hard cash.

FACTORS FOR SUCCESS:

You all know that the journey we’ve followed was/is not easy. There are many factors that have contributed towards our success today. I’ll just quickly run through several of them.

You all know how the whole world once said U-Vistract will not deliver its promises. Professors, academics, educationalists, doctors, economists, bankers, governors, politicians, prime ministers, presidents, kings, queens and the like all said that U-Vistract will not make it. I just wish they were all here today to witness our success.

But as you know, according to Scripture they will not be around to witness our success; for how can they swallow their pride to join us? The Psalmist says “Where are my enemies? Where have they gone to? They ridiculed me when I was in preparation, but now that I’ve come through they’ve gone hiding”

This is a fact of life. The job of the heathen is to mock and ridicule us during our preparation. But as soon as we succeed they will not be around to witness our success. They’ve accomplished their part of the equation and must now hide or rest-in-peace in the grave. You can recall how those who vehemently opposed us during our establishment on the ground are no longer alive to witness this great day. It’s sad but again that’s a fact of life.

AUTONOMY, INDEPENDENCE & SOVEREIGNTY

Many people still do not understand the differences between Autonomy, Independence and Sovereignty. Simply put, Autonomy says to an earthly Master “I’m your servant and will continue serving you”. Independence says “I’m a separate entity but I’ll still remain in your system because I’m unable to create my own”; and finally Sovereignty says “I’m the boss, follow me and I’ll show you the way.”

God Almighty granted us two great powers on 16th August (Sapphire) last year 2008. They were: (i) Sovereign Kingdom/Nation, and (ii) Sovereign System.

Kingdom of Papaa’la (Bougainville, North Solomon, Me’ekamui, Ophir) is a Sovereign Nation with her own Sovereign global governing/monetary system.

Our Sovereignty did not come from men and therefore, is not subject to manipulation by any earthly authority. Our political sovereignty was not granted by United Nations and therefore, is not subject to their control. Moreover, our financial sovereignty did not come from the World Bank or IMF and is therefore, not subject to their control either.

Our Sovereignty came direct from God Almighty and we are therefore, only answerable to Him.

The above was an important step in our universal payout program without which we would not be able to create, mint, print and circulate our own national and international monies. Today we are so fortunate to be a Sovereign Nation and Sovereign System because that’s our power for creating and recreating our world. There is now absolutely nothing that can stop nor block our God-given dreams and visions for a better world of freedom and happiness.

The Region of Bougainville Islands and isles of the Pacific are now the head and not a tail. We will now lend to other nations immediately from the date of this launching.

BORROWED AND UNBORROWED CURRENCIES:

The conventional world today is controlled by the heathen through a debt-based borrowed currency system. The stranglehold over the earth is so watertight such that it’s almost impossible to establish anything new without divine appointment and intervention.

There are major conceptual differences between Borrowed and Unborrowed Currencies. The former is debt-based and the latter is non-debt-based and therefore debt-free.
A nation dealing with Borrowed Currency will always be on the lookout for lenders willing to lend money to her. She is a borrower nation and will therefore always be indebted to her lenders. Every country on earth today is a debtor nation with mountains of debts owed the World Bank, IMF and international bankers.

On the other hand, a nation dealing with Unborrowed Currency will always be on the lookout for borrowers willing to borrow from her. She is a lender nation and will therefore, always be free from debts. Her only debt is her love and mercy for others.

Bougainville region has both types of currencies running concurrently. They have been uniquely linked together in her rise to Sovereignty. We needed debt-based Borrowed Currency to bring about basic services whilst developing an Unborrowed Currency System.

Both systems were necessary in our effort to bring about our long desired national and global transformational development program. One cannot exist without the other. The ABG was concentrating on Borrowed Currency whilst the Twin Kingdom was developing the other. The recent meeting / agreement between ABG President Hon. James Tanis and HM King Peii II on 18th/19th February 2009, began the process of unifying both systems in real/practical terms.

When a nation issues her own money she is recognized by others as an independent nation. If her money is debt-based borrowed currency she will remain an independent nation. However, if her money is non-debt-based unborrowed currency she will rise higher and become a Sovereign Nation with extra power/authority to bring rescue and relief upon other nations. Borrowed Currency makes an independent nation beg for loans and more loans within an established global monetary system. Unborrowed Currency makes a nation Sovereign with her own global monetary system.

Furthermore, a Monetary System cannot be Sovereign unless it can issue a non-debt-based unborrowed currency. Any other way, the system will merely remain debt-based subject to another superior force.

ALTERNATIVE & COMPLEMENTARY CURRENCIES:

The concept of alternative & complementary currencies is not new to the world of finance and is currently used in many countries and communities worldwide. Since national currencies are limited in supply due to various international trading regulations the need for complementary community currencies has arisen sharply over the past 2 decades. Successful examples so far include LETS systems, Ithaca hours, Jai in Thailand, Brixton Pounds, Dixie Dollar and e-currencies like E-Gold, Liberty Reserve, E-Bullion, Pecunix, and so on. Private electronic currencies are on the rise with the help of internet.

Bougainville has 8 complementary currencies presently circulating in her national and international trading systems: 3 international, 2 regional, 1 national and the remaining 2 are community-based.

Today we are launching Bougainville Kina (BVK) which is one of our gold-backed regional currencies. BVK has been circulating electronically in our system for several years now. Only recently we decided to mint / print it for circulation in hard cash due to the fact that the conventional international banking system had accepted it for conversion into other national currencies such as USD, AUD, EURO, GBP, JPY, HKD, SGD, etc. In other words BVK can now be traded against all other national currencies in both UV and conventional banks.

All currencies of our system are complementary and convertible into each other. Those of you familiar with internet and online banking system can view 8 of them listed under the Exchange Rates banner of the IBOM website.

GLOBAL RESERVE CURRENCY:

For many years all countries had based their currencies on the US Dollar due to various reasons including political and economic stability, etc. However, since 2007 the United States has been severely hit by an unprecedented economic crisis prompting major trade partners like China to push for a new global reserve currency. China is now pushing through her Central Bank a new Super Sovereign Reserve Currency upon which all countries may base their national currencies. However, actual implementation may take a little while yet as USD is still very prominent regardless of the economic meltdown.

Our new International Reserve Currency is UV Gold (UVG) and its exchange ratio with USD is 1.00 UVG = 1,000.00 USD. This is in line with the recent fixing of our new international gold standard at USD 1,000 per gram.

As the system rolls on following today’s launching all the nations and kingdoms of the world will begin using UVG as their most desired Super Sovereign Currency for the new heaven and new earth system. They have no other choice anyway as they only have two options – to accept the UVG and stay alive or meltdown with the other.

WORLD TRANSFORMATION = GLOBAL ECONOMIC RECESSION/MELTDOWN

We formally and practically launched our world transformation program on 08th July 2007 with feasting here at Tonu HQ. Similar feasts were held in other centres around the world including Port Moresby, PNG. In the same month the world began experiencing an economic recession beginning with sub-prime problems in the United States.

Global Economic Transformation is not possible without a Global Economic Recession/Meltdown.

Over the next few months and years global recession will become too severe for most countries to cope with and therefore, will have no choice but to rush into the new system for financial assistance and/or rescue.

BANKS AND EXCHANGE HOUSES:

Although BVK has already been accepted for conversion into other conventional currencies I urge you to establish your own exchange houses and register them as such. In PNG and Solomon Islands I don’t see any exchange houses apart from the banks themselves. In Fiji I’ve seen several exchange houses lined up as a tourist hub of the Pacific.

You all know that commercial banks are only open during business hours from 9:00am to 3:00pm Monday to Friday and closed for business on weekends and public holidays. I therefore, urge you to establish your own private exchange houses and start exchanging BVK into PGK, SBD, FJD, etc, or vice versa in your countries, provinces, cities/towns and communities. Do not just depend on the conventional banks to convert your currencies as they are only open at specific times. It’s important to have 24 hour operations to serve everyone’s needs in our world transformation program.

Here in Tonu city for instance, we have IBOM Main Exchange, Tonu Community Bank Exchange and B’ville Retailers/Wholesalers Exchange, all ready to commence exchanging and/or converting BVK into PGK and vice versa. Motels and Guest houses are automatic Currency Exchange Houses on their own due to their nature of business. Any businessman can set up a private Currency Exchange House and start making profit today converting currencies for a small fee. The Central Bank has guidelines to help you where needed.

All UV agencies in every country, province and community will be directed as from this day onwards to set up their own Currency Exchange Houses. This is apart from other functions including Payout coordination, RIIFTRANS, Clearance House, etc.

RIIFTRANS MONEY TRANSFER SYSTEM – 24 TO 72 HOURS

From this launching day onwards IBOM will begin to function fully as an AAA (7A) rated international bank.

IBOM customers can now transact monies in any country through RIIFTRANS, SWIFT WIRE, FED WIRE, EURO WIRE, CONTROLMONEYBOX, TECHNOCASH and most other internationally recognized money transfer systems.

In Oceania, funds can be deposited into any Technocash accounts in Westpac, ANZ, NAB, BNZ and ST.George Bank in most currencies including USD, AUD, NZD, EUR, GBP, HKD, SGD, and JPY via internet banking, Wire transfer, Australia Post or depositing funds over the counter.

To load funds simply arrange for funds to be sent using the details set out in the following url: http://www.technocash.com/pages/bank.details.cfm. Then insert carefully the Deposit Reference Code 46MAF4 in the bank’s reference field.

To withdraw or transfer funds online just enter the Members banner of the IBOM website with your Customer Registration Number and Password and make your application. IBOM will act on your application within 24 to 72 hours.

ISSUANCE OF CRNS AND PASSWORD FOR ONLINE BANKING:

All overseas delegates, clients and investors attending this ceremony will be issued their CRNs and Passwords for online banking before their departure. We will prepare them during the week of seminars and workshops and hand them over to you so you may start testing out your IBOM online banking as described above. This is my humble present to you for sacrificing your time and making all the efforts to attend this ceremony. Please, make sure to provide your personal email addresses where we will send your secret codes, CRNs and Passwords. I want you to be the first ones to test out the above 24 to 72 hours capability of our IBOM.

Note that Online Banking is mainly for overseas clients/investors/customers which are unable to physically come to Tonu or Bougainville for their daily banking.

Bougainville-based clients/investors may not really need to register for online banking as they can always walk into any IBOM branch and withdraw their funds in hard cash Bougainville Kina and or exchange them at any Currency Exchange Houses here at Tonu, Arawa or Buka.

7 Rs = RECONSTRUCTION, RESTORATION, RECONCILIATION, REHABILITATION, REVIVAL, REPENTANCE & RECREATION.

You will see from the IBOM website that another name for International Bank of Me’ekamui is Bank for Bougainville Reconstruction, Restoration and Rehabilitation. This is the bank that will bring about the most needed reconstruction, restoration and rehabilitation to our troubled island nation.

However, instead of mere 3 Rs we are now going to have 7 Rs. That is Reconstruction, Restoration, Reconciliation, Rehabilitation, Revival, Repentance and Recreation.

The main difference between the 3 Rs formerly executed under BTG and ABG and UV’s 7 Rs is in the source and type of funding. All previous restoration, reconstruction and rehabilitation programs were funded by foreigners including PNG government, Australia, New Zealand, Commonwealth, UN and various NGOs.

According to King Solomon’s wisdom ‘A borrower is slave to the Lender”. Therefore, although we are very thankful to those nations including PNG, Australia, NZ, Commonwealth, UN, WB/IMF for funding our 3Rs and thereby restoring basic services we must always be mindful of the fact that such wholesale overseas assistance has made Bougainville become too dependent on overseas Aid and budgets. It suppressed our creativity and we couldn’t bother inventing anything new for as you know “necessity is the mother of invention”.

Moreover, as part of their financial assistance to us they also gave conditions and attached invisible strings onto us. There were three main conditions we had to meet in order to qualify for their ongoing financial assistance: They were (i) That we will have no Defence Force of our own, (ii) That we will have Foreign/International Affairs of our own, and (iii) That we will have no Economy/Financial System of our own. They told us “we will give you all the money for the 3Rs and keep you indebted to us if you abide by these simple conditions”. And because our need for basic services was too great we had no choice but to accept their conditions and remain enslaved to foreign control.

However, since we are now mature enough to fend for ourselves and also take care of other nations during this time of great global turmoil, we want to assure them that we are now ready to reciprocate their help. Just as they assisted us we likewise offer our assistance to them.

From now on all services for the 3Rs or7Rs will be funded from our own economy as a Sovereign Nation and Sovereign System. No longer will we beg for assistance. We may only beg them out of love to come and receive their much needed assistance from us.

BOUGAINVILLE – A TRIPARTITE GOVERNING SYSTEM

Bougainville island region now operates as a Tripartite Governing System consisting of ABG, Me’ekamui and Papaa’la/UV. It was agreed and formalized during a Pan Bougainville Leaders Meeting held here in Tonu HQ in the week of 08th July to 11th July 2006. ABG is our present link to the conventional governing and financial system coming down through UN, WB/IMF, Australia and PNG. Me’ekamui provides our national government, security and military forces based on our rich cultural heritage. Papaa’la/UV provides our International governance, monetary and banking system including the King/Head of State based on our rich cultural and biblical heritage.

Through this Tripartite Composition Bougainville region has now won all power/authority to rule and reign as a truly Sovereign Nation. Even though our funders (PNG/Australia, UN, Commonwealth, WB/IMF, etc) did not grant us the above three powers as a condition for receiving their funds we have nevertheless done it through the Tripartite Governing System. In other words we have accomplished our Sovereignty as a nation and system by divine coordination and selection alone. No one on earth, not even our funders hereto, can stop the divine plan of God in choosing Bougainville and the region for world transformational development. We are in for a great time ahead!

LAST FRONTIER – LAST COUNTRY

The region has always been referred to as the Last Frontier or Last Country. This is no coincidence. The seventh and final dispensation for the world is right here. God has chosen this region at such a time like this to remove big mountains down to the seas, level the ground and establish foundations for establishing the Kingdom and Government of God here on earth.

If you study the Bible you’ll see total of seven dispensations beginning from the time of Adam. These are (i) Dispensation of Innocence, (ii) Dispensation of Conscience, (iii) Dispensation of Human Government, (iv) Dispensation of the Promise, (v) Dispensation of the Law, (vi) Dispensation of Grace, and (vii) Dispensation of the Kingdom.

We have just entered into the Kingdom age and will surely see the Kingdom of God be established here on earth regardless of what come may. All Gentile nations have heard the Gospel over the past 2,000 years under the Dispensation of Grace. Now is time for the 7th and final dispensation, and its coming out from the “Last Frontier” on earth.

DEMOCRACIES, REPUBLICS & THEOCRACY (UVISTRACRACY)

Whilst most of the so-called modern world is caught up and confused in democracies and republics, etc, God is establishing foundations in this nation/region upon which His Kingdom will be established forever. There is no mention of democracies and republics in the Bible. Democracy is “Government of the people, by the people, for the people and of the people” whereas theocracy (UVistracracy) is “Government of God, by God, for God and of God.” The first is man-made and the latter is divine.

PAPAA’LA UV SYSTEM – FOUNDATION

I want to remind us of the fact that before any major house is constructed on the ground there must be a deep and solid foundation laid in the earth. The foundation must be very deep and strong enough to carry the building above in times of earthquakes, strong winds, cyclones, hurricanes, tsunami, rain, sun, flood, etc. If the foundation is not strong the building will collapse in the midst of heavy storm.

After the crisis, our leaders sought to establish a proper government of Bougainville. They first established an Interim Government followed by a Transitional Government and finally an Autonomous Government. They were all being funded by foreign governments with various vested interests. Our funders told us of the importance of having a Constitution before we can have what we wanted. And since they were funding us we had no choice but to throw away our own concepts and build our house on theirs.

In this way we surrendered our sovereignty which had been won during the crisis. We were given a government without teeth. The monster had no military/defence force, no foreign/international affairs and no finance/economy of its own.

Me’ekamui was left alone with her MDF to fend for herself until Papaa’la/UV came home and linked up under a Twin Kingdom agreement. In this way we began laying down the foundations for a truly independent and sovereign nation.

Today, Papaa’la has become the foundation without which Bougainville region cannot exercise her full capability as a sovereign nation. For those of you who do not know our language Papaa’la refers to God Almighty, Creator of the universe. It’s translated as “God our Origin and Source of Life”. Papaa’la also refers to our original place of birth where God/Papaa’la created our first ancestors. There is a crystal clear river that surrounds the place.

Without the Twin Kingdoms of Papaa’la and Me’ekamui, Bougainville would remain a jojo nation dictated to from outside. Today we are glad within the great mysteries of our God that Bougainville region is now fully ready to stand on her own feet upon her own foundation and rise up to rule and reign and become a blessing unto all other nations/kingdoms.

As a Sovereign Nation and System we can now do everything we want to do for our people without fear of foreign terms and conditions. We can now create our own hard currencies and circulate them without getting prior approval from PNG or Australia or UN, WB, IMF, etc. Only last week I was talking to a Security Advisor of the World Bank who is also one of my appointed agents under our system. He works both ways on my behalf. He said “all doors are clear for you. The WB/IMF cannot stop you from printing /minting your own national or international currencies because you have fulfilled all criteria under the sun… No one can stop you anymore.” The following day he held a teleconference with the UN and briefed them on our currency printing project. They too said the same thing. “Bougainville has fulfilled all legal requirements under international law and there’s nothing we can do to stop them from minting / printing their own currency…”

BOUGAINVILLE UNITY

There is already unity at the top leadership level on Bougainville. Firstly, the Twin Kingdom agreement was signed between the Twin Kings on 18th November 2004. Then on 08th July 2006 a Pan Bougainville Leaders Meeting approved the Triune Government System bringing ABG into the fold. Like everything else we needed to guard and protect what we had created last few years. Only this year the world witnessed the meeting of minds when incoming ABG President Hon. James Tanis came and visited me on 18th and 19th February thus charting a new path for a united Bougainville. We are now one big happy Triune Government Nation working together towards a common future.

Thus, as Bougainville comes together as one nation in one accord nothing that we imagine to do will be withheld from us. Whatever we want to do for the joy, happiness and good of the people will be so easy to achieve to the glory of God Almighty. My prayer is that everyone down the line too will be united just as their leaders have done. With the minting/printing/launching/circulation of our Bougainville Kina (BVK) it will now become so easy to coordinate our national economy and arise like a morning star.

NEW CALENDAR

During the week of seminars/workshops from this afternoon onwards you will obtain new UV Economic Calendars and its background information. Today is Lightday 08th Jasper 2010. Our calendar runs 6 months ahead of the conventional. Yesterday was Restday. That’s why you saw people attending church service or just resting from work. We have only one day of rest in the UV economic calendar because even God rested for one day only after creating the earth and all that is in it. Everything is self- explanatory and you’ll understand it easily when you obtain your copies.

This new economic calendar will replace the conventional calendar handed to us during the Western colonial era. From now on every country affiliated or associated with us will follow our calendar as the system rolls on.

SUMMARY:

In summary I wish to remind us again of the following points:
(i) Bougainville Kina (BVK) is now legal tender in Bougainville (North Solomon, Meekamui, Twin Kingdom, Triune Nation, Papaa’la and Ophir).

(ii) Although our overseas people have not arrived yet due to technicalities of transport, etc, that does not in any way stop us from launching our hard currency on the ground today. They will arrive quite late probably during the week of seminars and conferences. When they arrive we won’t have to organize another launching because it’s done already. We will just have to pack them up in the bank for you to go and withdraw formally in the normal banking process.

(iii) For now I’ll just show samples of our monies so you know what they look like. (Show them). Hopefully during the week our overseas people will arrive with the actual notes and coins so you can trade immediately.

(iv) For those of you from overseas – PNG, SI, Fiji, etc – your main concern now is to obtain your CRNs and PWs so you may go and do an online transfer and test out the new RIIFTRANS system. Funds can be transferred from 24 hours to 72 hours upon application.

(v) As legal tender we will now phase out PNG Kina from our shores within a period of six months. By end of December (in the conventional calendar) PNG Kina will be fully phased out from Bougainville Island.

(vi) Also, currently BVK 1.0000 = PGK 1.0000. After six months BVK will be strengthened two times. So, currently if you take PGK 100 to the bank they’ll also give you BVK 100. But in six months time if you take PGK 100 to the bank IBOM will give you BVK 50.00 only. Likewise, if you bring BVK100 to the bank you will get PGK 200.00. Our exchange system is fixed and does not fluctuate with market forces. Normally, currency experts don’t divulge this kind of info to the public as its confidential for various economic reasons. I’m only divulging this info to you so you may be prepared and start making your own adjustments and preparations.
